Dialogue Admin-Students: Mass Spot Check

On 25th August 2010 Students' Representative Council 2009/2010 organised a Dialogue Admin-Students : Mass Spot Check. The dialogue was organised due to the many complaints received by SRC from the students regarding their dissatisfaction on the summon issued during Mass Spot Check. The dialogue was held to provide a chance to students get a direct clarification form the higher authority regarding any dissatisfaction. SRC managed to invite Prof Dr Nik Ahmad Kamal Nik Mahmod, Deputy Rector (Student Affairs), Captain (Retired) Zamani b Hj. Omar, Chief Security Officer, Assoc. Prof. Dr Abd Rani Kamarudin, Director of Legal Unit, Dr. Muhamad Fuzi Omar, Principal of Mahallah Siddiq and Asst Prof Dr Afridah Abas, Principal of Mahallah Nudaibah. However, the dialogue was also opened to discuss on other welfare issues. Below is the details of the dialogue between the students and administration:

From: Br. Nik Hanis (Education)


Asked regarding 1 Malaysia programme on July. He needs clarification why the programme is just for certain students and why not it opened for all?

From: Prof. Dr. Nik Ahmad Kamal


1 Malaysia program is organised by Dato' Sahlan. It is part of the tour of 1 Malaysia programme towards all the universities. The purposes are to explain and promote 1 Malaysia concept. It is open to all but the priority is to the fan club.

Asked regarding Legal Unit procedure related to the case of 1st year economic student who got physical abuse. What happen to that student right now and any action taken by legal unit for this case?

From: Prof. Dr. Rani


Legal was doing an investigation for this case but by looking that person no evidence shows the physical abuse. Because of no sufficient evidence the investigation cannot proceed.

Asked Legal Unit regarding mass summon before Ramadhan. What actually the visions of the enforcement of the mass summon?

  1. Regarding mass spot check it had long face of history began from PJ until IIUM moved to Gombak. In 1996, there was an increase of the number of students tremendously. The university has progress of developing. So there are tendency of students to ignore the Islamic environment. So, this is the need of mass spot check.
  2. The power was given to all staff including the lecturer for disciplinary spot check.
  3. There are also committees formed to conduct mass spot check at least once per semester which is in charge by Students Disciplinary Enforcement Committee (SDEC)
  4. A campaign (as 1 method) will be held for this mass spot check

  1. Asked regarding the mass spot check. Need the clarification about this issue because students did not see the campaign and the situation of this mass spot check is not clear. Students should be informed first regarding the campaign so that they will be aware.










  2. Asked regarding summon is just for student only or it is including the staff and security guard.

  1. Security management unit enforce the rules and regulations based on the demands of this campus. This is based on the security rules book 2005, road traffic rules 2005, summon book which is contain 16 offences students can be summoned.
  2. Summon not only to the students but also the staff, outsider, and the security community as well. This is based on the rules' book that mentioned before. If anyone saw the staff or the security guards offence the rule (smoking etc) just report direct to Captain zamani or En. Wahab

From: Sr. Busra (Mahalah Sumayyah Residency)


  1. Asked regarding Mahallah Sumayyah's gate being closed at 9pm which is too early. Students cannot park their cars inside after 9pm and have to park their car at Convest Hill. The problem is there is no security to ensure the safety to park the car at Convest Hill.












  2. Asked whether mahallah's rules and regulations are centralized for all mahallah or depends on each mahalah.

  1. There was a meeting by council of principals and reached an agreement to centralized to close each mahalah's gate at 9pm (still in discussion, not enforce yet)
  2. Students cannot park the car along the road at Mahallah Sumayyah because the area is too narrow and used to park the buses
  3. Admin will take note for the issue of students parked their cars at Convest Hill at night which is dark and unsecure. This problem will be raised during the council of principals meting

The principals were taking initiative to allow final year students to park car inside the mahallah. And, as a reminder that 3rd year students are disallowed to park their car inside the mahallah.

  1. Asked regarding last semester dialogue where Mdm. Sakinah promised to show the blue print of the implementation of students living outside the campus. Where the blue print is and what is the exact time for the implementation?



  2. Asked regarding car park summons. Why sometime student got summon and sometime not? How the consistency of summon operation held by security?

Actually students will live inside the campus until next 5 year or until 2020. The accommodations are still provided. Then, IIUM will build residency home for PG students.

  1. We consistent in our enforcement which is 24 hours. At night, there is no traffic summon but it will be enforce especially for the offence of driving oppose the road way.
  2. There are many areas to cover by the security guards. No selective person to be summoned.

From: Sr. Safawati (MRC of Mahallah Safiyyah)


  1. Asked why MRC cannot have collaboration with KBS to organise program?
  2. What is quota system in IIUM and how it applied to students?
  3. MRC reported about Safiyyah's Café problem in terms of food quality to FFSD but no action taken until now.

  1. We allow MRC to collaborate with KBC and SRC as well. There is no fact that Admin disallowed MRC to collaborate it KBS
  2. There is no quota to fail the students. Their examination result is based on the students' own performance.
  3. The channel to complain of café problem just go through directly to FFSD or SRC

Asking why studio hours at KAED was closed and limited only until 11.30pm? This situation caused the final year students having difficulties to do their final project which is a bigger project.

There is issue raised that student using the studio seems like as 2nd house. For this issue please discuss with the kulliyyah.

Asked about issue of male and female who ride motorcycle together. It is quite annoying. Suggested the security to summon those students.

  1. The case of couple riding motorcycle together is including in summon offences
  2. Lecturers already informed and reminded to inform and brief to the students about disciplinary rules and regulations so that they will be aware.

Asked about JI issue. Need clarification regarding the rumors from the outside claimed that IIUM students involving in JI and quite extreme.

JI issue is quite hot issue for last month. But there is no JI in IIUM. It is just thought, assumption by the press. This is because there was a student who arrested under ISA. There is no JI although we are Islamic university

Asked why security guard is not around at the early morning (4am - 6am) guarding the main entrance gate? Is they are off from duty during that time? This is because many students just come back from clubbing and were in improper manner around that time. Asked what the actions from security regarding this issue?

Supposedly there are staff will guard the main entrance gate for 24 hours. If anyone sees no staff guard there, please report to the authority. And, please report for any misbehavior, breaking the rules

There is enforcement of summon for students who found were clubbing and so on. Any officers have a power to enforce summon for such case.

Asking regarding aurat issue. Why not the security give summon to that students?

Yes. It is including in summoning offences.

Suggested for a spot check campaign to be organized and to involve all sides (staff, lecturers and students). The administration may give a memo to lecturers to give advice to students. This campaign should focus more on behavior of students.

Agree with Br. Firwan suggestion. We should do the work together not just issue of dress code, behavior but also for the environment. The nearest planning was to conduct a campaign for save the environment.


The dialogue was ended approximately at 11.30 pm by recitation of tasbih kafarah and Surah al-'Asr.
